Thumbs up ICBC Auto Insurance - for BC Only

Can an ICBC auto insurance policy be held in a person's name who is NOT the owner of the vehicle?e.g. Family Member A's name is on the vehicle when it was purchased. ICBC insurance has been purchased through Family Member A with Family Member B named as the Principal Operator. In this situation, Family Member A actually owns the insurance policy and is allowing B to drive on it.Now we wish to put the policy under Family Member B as the holder of the policy. Is this possible without a lot of work? Does A have to "sell" the vehicle to B?
