How to complain about road design

I don't know if this is the right place to ask, but is there a specific number or place we can contact to complain about the way the intersection is set up?Around my area (Warden and 401), heading south facing the 401, a right turn lane to get onto 401 West opens up right before the lights causing HUGE amounts of accidents. As there is a highway, traffic is ALWAYS backed up going both ways. Drivers living around that area including myself that are making right turns onto Warden to go south and drivers making a left turn are basically turning into a death trap.Luckily, I take the bus home from work everyday and honest to god, 2 or 3 times out of the week, there's always a collision. On top of that, they have a red light camera that snaps photos every few minutes because the traffic is so backed up, and cars are outside of the line.
